各区纪委、区直有关单位纪检组（纪委）
为深入贯彻党的群众路线教育实践活动，促进党员领导干部之间工作交流，中原区从即日起开展“工作偶得”征文活动，征文主题要求反映各级党员领导干部尤其是纪检监察干部认真贯彻上级路线方针政策，全面推进党风廉政建设和反腐败工作中的所思、所悟、所感和经验体会，体现立党为公、执政为民的理念，彰显以人为本、服务人民的情怀。文章提倡短、实、新，反对假、长、空，坚持说真话、写真情，做到言之有物、言之有理、言之有情，旨在扬正气、促和谐、树新风。
对质量高的稿件我们将择优推荐《中国纪检监察报》和《每周中原》刊发，请各单位高度重视，有纪委、纪检组的单位必须至少报一篇高质量稿子，稿子一经采用将酌情在年底考评时加分，此项工作列入年底考核内容之一。

干审理既要当“黑脸包公”也要当“红脸关公”
“你们纪委也不能冤枉人，我坚决不背这个黑锅！”“你放心，我们纪委办案一向讲究实事求是。怎么了？现在你可以说清楚了，我们不会错误地对待一个好人。
”这是审理须水镇卅里铺村原村民组长孙某违反土地管理法规案时第一次见到他的情景。当他被要求按程序进行试面事实，我发现他情绪非常激动，对错误的事实和定性意见有很大的异议。耐心听取其申辩，据他本人讲，1998年10月孙某当组长时，将集体土地出租给一村民发展养殖业，后来，该村民私自在所租土地上建厂房，国土部门对其非法占地行为进行了行政处罚。
但是，孙说他当时辞去了组长的职务，非法占用土地与自己无关。 他觉得惩罚他很不公正。了解情况后，我明确告诉他，组织会进一步调查落实，不会冤枉任何人。针对孙某提出的异议，我一边要求须水镇纪委认真调查核实孙某的任职情况，一边仔细翻阅查找农村集体土地管理的有关政策，终于查到了当时国家允许在一般耕地上发展养殖业的有关规定，经调查也证明届时孙某并未在村组担任任何职务。
后来，经领导同意，作出了撤销案件的决定，孙某本人也被清白了。当我把这个消息告诉孙某时，他表示压在心中的石头终于可以落地了，感谢组织为他澄清了事实，他说“我虽然是个农民党员，但我做事儿凭良心，我不能给我的党员资格抹黑，纪委要真处分我了，咋说我都不服气！”“请你放心，如果你没犯错，纪委是不会冤枉你的。
你这个老党员，还要继续在村里当领导！”孙某的这件事儿让我印象深刻，他警示我们查办案件一定要丁是丁卯是卯，像包公一样明镜高悬不办糊涂案；审理案件更要耐心、细致，熟知法律条规，绝不能让人受冤枉，因为即使纪委的一个小小处分，代表的也是组织对党员领导干部政治生命的宣判，必须慎之又慎。
去年，接审区民政局原副局长袁某安排下属为他人提供新婚夫妇个人信息，并收受他人800元现金这个案件后，我多次打她**预约审理谈话，但每次她都是泣不成声，情绪失控，我和审理室许老师商量后，决定到她办公室进行审理谈话，同时对她进行心理疏导。“我真是没脸再活下去了，我真想找个地缝钻进去，我以后咋出去见人呐……呜呜呜……”一见面，袁某就哭成了一个泪人。看到她泣不成声、浑身颤抖、语无伦次的模样，我明白她思想压力很大，于是决定首先给她谈心，了解她的思想动态。
通过交谈发现她对此事追悔莫及，感觉到自己工作一辈子，快到退休了犯糊涂，自己以后无脸见人，简直都不想活了。根据这种情况，我们决定先从她的工作经历谈起，对她工作中取得的成绩表示充分的肯定，也让她不要忘记对家庭的责任，同时也给她谈了此事在****后引起的社会反响，希望她正视问题、吸取教训、放下包袱，走好自己以后的人生路。通过试讲，她不仅核实了错误的事实，而且较育了她。最终，此案圆满结束。
审理工作我已经干了十几年，经审案件大大小小几百起。我深深地感悟到，审理工作不能总板着脸说教、也不能将处分决定一宣布了之，我们的目的是“惩前毖后，治病救人”，只有让被处分党员心服口服，接受处理，才能更好地改过自新。正如中纪委副书记张军同志对河南省纪委探索实施的“一案双书”制度批示中所讲的那样，党员干部违纪违法后，仍是一名党员，或者一名公务员或一位公民；即便判了刑，以后还要出狱；就是判了死刑，对他的处分也要让本人理解、认同，也要让他身边的其他人和他所在的党组织认同。
处分决定既要强调党性，又要体现以人为本，注重从人的教育改革中认识，把消极因素转化为积极因素；通过加强处分说理，让被处分人接受处分、改正错误，对党组织不抵触、不怨恨，同时教育大多数，发挥好案件审理的教育功能。（此文于2014年7月9日刊登《中国纪检监察报》）

想问题定政策要从群众角度出发
我被任命为河南省郑州市管城回族区西大街纪委书记已经两年多了。作为一名基层纪检监察干部，这两年，接触最多的时前来反映各种问题的群众。
“李书记，你要是不给我开证明，我要去区里上访！我这可不是胡搅蛮缠、无理取闹！”办事处辖区的**遗址拆迁户刘女士来到我的办公室一把拽住我的手说，“我腿都跑细了，可你们的干部永远只有一句话：gz85.coM
困难户申请工作已经结束！你们真是死脑筋！叫我说啊，这困难户申请工作在交纳房款时限前就不应该结束！
”“先别急，有事儿坐下慢慢说，没有解决不了的问题。”我一边给她让座，一边安慰她，并且递上一杯水。
看到我平静的态度，刘女士逐渐稳定了自己的情绪。通过听她的叙述，我了解了整个故事。刘女士是管城回族区**遗址拆迁户，按政策可以分到一套拆迁安置房，可是却因为无法交清要补交的房款迟迟没有定下来。
在分房前期，区**遗址拆迁安置指挥部充分考虑到部分拆迁居民的家庭条件，制定出了交款方案，并挨家挨户进行了宣传。具体内容为：困难户可以分期付款，提前还款不分按比例计算，余额5年内结清无息；不是困难户则需一次交齐。
困难审核监督工作由西大街办事处负责。当时刘女士知道有这样的政策，但她没有申请，因为她家条件还可以，把房款全部拿出来也没问题。可以，就在她接到上交房款通知定房的前一个星期，她爱人被查出患有重大疾病，几天内几乎花光了准备交纳房款的积蓄。
而这时，困难户申请工作已经结束快1个月了。
“不符合条件，我绝不弄虚作假当困难户，可现在我们家确实出现了困难，我实在拿不出那么多钱来，眼看还有几天交款期限就到了……”她委屈地说。听了她的话，看到了她的帮助，我意识到了她的困难。拆迁安置是被拆迁户的生活！想了一会儿，我发现刘女士说的话也有道理。我告诉刘女士：
“我马上给指挥部提建议，为了群众利益，在交款限期以内，困难户申请工作要一直开展。另外，我会和他们沟通协调，向他们解释你们家的特殊情况，争取把付款时间再延长几天。但是，首先要对你的贫困户申请材料进行调查、审核，像其他贫困户一样公开，接受居民监督。
”刘女士点头同意。第二天，她就拿着医院的诊断证明和她爱人的住院费用单找到了我，我让负责审核的人员仔细审核后给她开具了证明。以后的几天里，她到指挥部顺利输了交付首期款的手续。
“要不是你，这套拆迁安置房我恐怕是住不上啊！”刘女士又来了，这次她带来的是满心欢喜和对我们的感激。
看到满面笑容的刘女士，我也很欣慰。我想起了她第一次来到我的办公室，埋怨我们干部“死脑筋”。刘女士说得对。她实际上是在抱怨我们没有设身处地从她的角度考虑这个问题。
这件事情使我深刻地体会到：我们在接待来访群众、解决涉及群众利益问题的时候，不能生硬、死板地搬出原则、杠杠，我们要把自己当成需要帮助的群众，站在他们的角度从他们的利益出发，听听他们的建议，找出我们制定的这些杠杠、政策存在的问题，并不断改进完善，只有这样，才能真正维护好群众的切身利益，解决好群众的实际困难，帮好群众之所需。（作者：

唯有“阳光”，才能驱散“雾霾”
2014年4月20日星期日，有一片薄雾。
浙江省宁波市的公务员。今年是我转业到地方从事纪检工作的第3个年头，首次作为监督员参加公务员考录的面试。由于面试一直是最容易产生争议的环节，加上以前也曾在网上看到一些议论，从接到通知开始，我就一直在想，公务员考录的面试到底会是什么样子呢？
究竟有没有什么“猫腻”呢？
我一到考场外面，就遇到了一张熟悉的面孔。巧了，这不是我们部队前年退伍的小张吗？小张激动地说：
“老营长，你是面试考官司吗？太好了！你在哪个组啊？
”我告诉他：“我到现在都不知道自己在哪个组呢，等会儿抽签之后才知道。我是主管，不是考官，我不参与评分。
你好好准备吧，别胡思乱想了”小张摇摇头说：“哎，那倒也是，就算你是考官司，恰巧又跟我在同一组，即便给我打一个最高分，按规则也要被去掉。算啦，还是靠自己发挥吧”
进入考前培训室，我首先被要求交出手机等所有通讯工具。电脑抽签后，我和面试组的七位考官来到面试室。面试室里，比我们先到的还有4位旁听代表。
他们当中有“两代表一委员”、记者，还有从网上报名者中随机抽取的普通市民代表。
除了360度的摄像头和整个录音之外，面试过程中的一些细节让我相当惊讶。首先，前三名考生面试结束后，考官将进行均衡的比较评分，剩下的考生由考官当场打分并公布。二是除4位旁听代表全程旁听外，还允许每名考生旁听下一名考生的面试。
三是进入面试楼后，所有人的通讯工具均被集中保管，考场还设有高强度的信号屏蔽仪，整个面试楼成为一个“通讯孤岛”。遇有突发情况，必须要在监督员监督下通过考场指定的专用**对外联络。
待本组面试全部结束后，作为监督员，我拿着《面试考风考纪评议表》，请考生代表和旁听代表评议。1号考生小李感慨地说：“今天我抽到1号签时，感觉自己抽了个下下签。
没想到，考官是等到前3名考生面试后才综合衡量打分的。说实话，我觉得面试就像玻璃房里的比赛。这是非常透明和公平的！”听到小李的感慨，参加旁听的记者小周说：
“每名考生回答问题时，我也在心里给他打个分数，结果和考官司公布的都差不多。这样的面试啊，很公正！”
我取回自己手机，刚开机就接到小张打来的**：“很遗憾我今天没发挥好，但是这样的面试我服气，我旁听的那个考生回答得确实比我好！我回去认真准备，明年再来！”
往窗外望去，外面阳光明媚，早晨的雾霾都消散了。我推开窗，深吸了一口气，暗自说道：“好天气！”
规则公平、机会公平、权利公平，考录政策公开、考录过程公开、考录结果公开，正是宁波公务员招录“阳光面试”不仅减少了承办职能部门的操作空间，树立了**的公信力，也有助于用人单位摆脱人情干扰、招纳优秀人才；对于考生来说，他们不必绞尽脑汁去寻找与他人的关系。他们只需要仔细复习，得到高分。如果他们得分低，他们就会被说服。相信经过这次面试，无论是考生还是审计代表，都会对公****制度有一个更加客观公正的认识。只有“阳光”，才能驱散群众尽头的“雾霾”呀！

不因小恶而不惩
我是广东省汕头市直属机委纪检监察干部。在很多人看来，我们直属机关纪工委承办的案件都是“小案子”，涉及的违纪人员职务低、级别低，涉案金额少，违纪事件微不足道。然而，多年的从业经验告诉我，绝对不能因为违纪情节轻而放松办案要求，腐败不分大小，都会给国家和人民带来危害，并且“小”不纠正则会为“大”的违纪违法留下隐患。

首先是建立、完善为群众服务窗口机制。规范办公纪律、严格办事程序、坚持责任到人，从而有效提升机关服务的效率和质量。其次是建立、完善党员干部深入群众一线，服务群众机制。要切实落实机关领导干部深入群众内部，调查研究民情、民生等情况，积极为群众服务地工作，从而使为群众解难题、办实事、做好事成为机关干部日常工作的重要部分。最后就是建立、完善鼓励党员干部参加志愿活动机制。选取有意向、有特长的党员干部组成队伍，积极深入到基层群众，开展服务活动，并严格按照活动流程，保证志愿活动的顺利进行，发挥有效作用。

为配合党的群众路线教育实践活动，丰富基层党组织和党员干部参与活动的载体，拓宽学习教育和互动交流渠道，根据中组部通知精神，在湖南红星网开展党的群众路线研讨征文活动。

1、研讨征文主题及主要内容。 以“马克思主义唯物史观和党的群众路线”为主题开展研讨，自拟题目撰写文章。重点围绕树立马克思主义群众观点，贯彻党的群众路线，保持党同人民群众的血肉联系，落实中央八项规定精神，反对形式主义、官僚主义、享乐主义和奢靡之风，树立为民务实清廉形象和深入开展党的群众路线教育实践活动等，畅谈认识体会，总结经验做法，提出意见建议。

党的群众路线是我们党的优良传统，是我们党的生命线和根本工作路线。因此各级党组织都必须充分认识到践行党的群众路线对于锤炼党建科学化水平的重要性，努力在新形势下践行好“一切为了群众，一切依靠群众，从群众中来，到群众中去”的群众路线，为人民群众建设物质富裕、精神富有的现代化生活尽心尽力。本文就针对党政机关如何在新形势下，践行党的群众路线，以提高党建科学化水平进行了探讨，期望我党能在未来实现中国梦征途上更能勇担大任、稳健前进。
The Party's mass line is the fine tradition of our Party and the lifeblood and fundamental working line of our Party. Therefore, Party organizations at all levels must fully realize the importance of practicing the Party's mass line for tempering the scientific level of Party building, and strive to implement the mass line of "all for the masses, all rely on the masses, come from the masses, and go to the masses" under the new situation, so as to make every effort to build a modern life rich in material and spirit for the people.
